Why Sometimes an iPhone or iPad App's Icon Says "Cleaning..."

Some people have asked why is it that some iPhone or iPad apps icons say "Cleaning...". This has a very easy explanation, although it has never been detailed by Apple, the reason why this happens on devices running iOS 5 or later is that iOS is cleaning temporary files and cache in order for iTunes and iCloud backups be smaller.
